The Vermont Attorney General’s Office announced on Mar. 27 that Burlington Police Officer Jeffrey Baur, age 34, was arraigned on two misdemeanor counts of reckless endangerment.

The charges follow an investigation by Vermont State Police into an officer-involved shooting that took place on August 10, 2025, on Prospect Hill Road in Burlington. According to the Attorney General’s Office, after reviewing the facts and circumstances of the incident and applying Vermont law, it was determined that Officer Baur was not justified in using deadly force when he discharged his firearm toward two minors. As a result of this conclusion and based on available evidence, criminal charges were filed against him.

Chittenden County State’s Attorney Sarah George also conducted a separate review of the case and agreed with filing criminal charges based on Officer Baur’s actions during the incident.

During his arraignment at Vermont Superior Court in Chittenden Criminal Division before Judge Timothy Doherty, Officer Baur pleaded not guilty. The court imposed a condition requiring him to have no contact with the two minors involved.

Attorney General Charity Clark said: “The Attorney General emphasizes that individuals charged with a crime are legally presumed innocent until their guilt is proven beyond a reasonable doubt in a court of law.”
